Replaying FF8, have a card game question

So I'm replaying FF8, with a new understanding of how the card rules circulate and all that jazz. However, I've noticed that after about 1-2 dozen games, the trade rule will degenerate from Diff to One. I was wondering, is there any way to keep the rule from degenerating after X number of games, or do I have to continue going back to the queen of cards to get the trading rule reset back to Diff over and over again?
